From 2010, Singapore Hockey Federation will introduce a new player's registration system. Only holders of a Player's Card will be allowed to participate in SHF tournaments. Persons may apply for a Player's Card by returning the prescribed application form to the SHF.
SHF will be using the U-21 Tournaments as a test event for the use of the player registration cards and subject to a positive outcome and feedback from affiliates, EXCO will decide whether to extend the use of the cards to other tournaments in 2010.
The Player's Card serves to replace the Player Registration Form which has to be completed every year. Upon the application being approved, a Card will be issued with a unique Player Number and the player is considered eligible to play in SHF tournaments for that calendar year. The validity of the Card can be renewed for subsequent years by paying the fee prescribed for that year. A new individual application form need not be completed and submitted.
For all other leagues except the SHF Premier League, foreigners will be required to submit their Employment Pass, Work Permit, Student Pass, Dependents Pass or Long Term Social Visit Pass along with the application. A renewed copy of this card is to be made available to the SHF office for renewal of the SHF card. Please note that the player card's validity will cease once the above mentioned passes have expired.
As the card is personal to the player it is necessary for Clubs, intending that a player represent them in any particular tournament, complete a player's registration (team) form signed by the individual players. And example of this list is attached.
Please take note that the 7 days player's registration waiting period still applies and will commence upon the player registration form being submitted (for new cards) and upon the players registration (team) form being submitted (for renewals).
The Player's Card must be presented to the match official in the manner prescribed under the Tournament Rules. Players who are unable to present their Card to the match official will not be allowed to play.
However, should a player forget to bring his/her card on a particular match day, they may sign a declaration form stating that they have indeed been registered. The declaration form can be obtained from the third official. The SHF Office will subsequently do a check on this player and his signature. An administration fee of $3 will be charged to the affiliate for this checking. If the SHF office finds the player to be unregistered, disciplinary measures can be taken for the club and the player as prescribed in the Tournament Rules.
Players who lose their card can apply for a new card from the SHF Office for a replacement fee of $8. In the interim while the card is being re-issued, a temporary card will be issued. The player will have to present the temporary card to the official before the game.
Players who register after the commencement of the first game in a particular league will have to pay an additional administrative fee of $3. I.e. if a player registration is worth $35, he or she would have to pay $38.
Players whose particulars have changed (such as address, telephone no, resident statues etc) will have to inform the SHF office via email or in person.
